- Description: Offers free or low cost child care services based on income and family size. Provides early education, health, mental health, nutrition, social services, and parenting classes for low-income families with children from birth to age five. The Head Start and Early Head Start programs are home based and center based; designed to maximize opportunities for each child to develop social and cultural competence.

- Eligibility: Children age 0-4 years old. Families must meet eligibility of one of the following; experiencing homelessness, foster or CWS referral, current cash aid recipient or income eligible. For full day services the family must also be able to establish a need for child care.
